Of course you may ask questions, feel free and I shall try and answer them as best I can wrt the forum.
Answering your current questions:
If you look on the "Members" list all of the users are listed. The respective granted rights to the forum are colour coded.
The user account "Administrator" has super-administrator access and has further access to configure the internal operands (MySQL Config, cookie control, access levels etc) of the forum configuration so is left as is. If some-one else in the future wishes to be the full Administrator then the password is just given to them and the password re-set. Regular backups will be made both stored on and off site and these too can be investigated if required.
Users that have administrator access are colour coded Red.
There are initially 3 users granted with Administrator access. This is to ensure help is available throughout the year. No good if one one person admins the forum and he/she happens to be away on holiday/ working away if there are any issues!
These users can have thier Admin access downgraded in the future but still retain thier username.
Users that have moderator access are colour coded Green.
These users have wrights to edit/delete/move posts in cases of Posting in the incorrect column i.e. posting "Help" in the "General" section, Spam/ Links to very-naughty pictures etc.
These changes are logged and recorded for investigation purposes.
With respect to decision making, there is a Poll facility within the forum that can quickly determine a majority. The philosophy is that everything is done on-line to keep costs down but with everything it is all open to discussion !
With respect to editing posts, the forum has all logs enabled on it so if a user feels a post has been mis-represented in any way the logs can be investigated. Only Admin has access to view logs.
