the gent in the pictures is Frank Carson, a Belfast comedian who specializes in "quality" gags like the original post. The guys met him at Eurofest. (He probably wasn't a hit in Netherlands)

He's appearance is quite familiar, I watch a lot of BBC these days, but I don't know him indeed.
