No, that's wrong: you need it.
But my car comes from NM, where just the rear license plate is mandatory. My front fascia, so, has never been drilled.
I have a license plate holder to bolt to the original bolts, but I'm so lazy (and I like the car in this way..) that I haven't done it yet.
In Italy speed radars take pictures just at the back of the car, so sometimes policemen tolerate this. At least, until these days..
In France, radars take picture also at the front of the car, so that's another question..
