Got a very nice email back from Bob and he told me that they polished it in around 1988, and that it had been painted red previously. He said that they used 3M Clean and Strip, which after a quick google, makes me think that they stripped the paint off first themselves.
They built a gantry over the car to move the pneumatic polishing head around and it took the 2 weeks to complete. Then they clear coated it afterwards

Aha! Clear coated. No wonder it has that weird shine to it.
