Even unregistered cars in the US have what is known as an MSO - Manufacturers Statement of Origin document that includes the Vin. I would assume that this would be sufficient for UK registration. Although if you bought an un-reg car in the US, chances are you would keep it un-reg in the UK.
There is no VIN numbering on the steel frame, just on the fiberglass tub, and if it left the factory without a plate, then it is just a strangely shaped tub.
Having said that, I am sure Chris knows what he is doing and I am very interested to learn more about it. I would presume it would then be a 2012 DeLorean.
As stated above, DMCH have not been creating new VINs to date, though they may do something like that for the EV. Remains to be seen.
